FINANCIAL ASSISTANCE
Urban Development 6(a) Scheme i.e. U.D. 6-(a) Scheme(Scheme for implementation of Development Plan.)
 
Government Resolution No.: Urban Development Public Health & Housing Department circular no GDP 1469/20879 –M Dt 8th may 1970.
 
Under this scheme financial assistance is given to Municipal Councils for the implementation of Development Plan proposals in the form of Loan and Grant in aid.
Usual percentage of disbursement (with regard to total project cost) is as given below.
 
  • A class Municipal Council – Loan 66.66% GIA 33.33%
  • B class Municipal Council – Loan 50% GIA 50%
  • C class Municipal Council – Loan 50% GIA 50%
  • C class Municipal Council having population below 15000

    • For Remunerative work – 50% Loan & GIA 50%
    For Non-Remunerative – 100% GIA

  • For Corporations – 23.33% of the total project cost, in the form of G.I.A. is admissible.
The financial assistance in the form of both loans and grants will be admissible only for such items as are included in the Development plans of Municipal councils and the order of priority for grant of financial assistance for such items as shown below from the financial year 1970-71
  • Acquisition of land designated in the Development plan.
  • Markets & Weekly Bazaars.
  • Schools.
  • Construction of Roads.
  • Dispensaries and Hospitals.
  • Burial and Cremation grounds.
  • Slaughter houses.
  • Libraries.
  • Parks & Gardens.
  • Social Welfare Centers.

Application For Financial Assistance is to be submitted by Municipal Councils in Prescribed form* to the Collector along with following documents

  1. General Body resolution for F.A. under U.D.6(a) Scheme. (essential for loan application)
  2. Plans approved by Town Planning & Valuation Dept. (Technically Sanctioned)
  3. Copy of estimate duly approved by appropriate authority.

(* Format of prescribed form is as given in ‘Appendix A’)
 
( Form to accompany the application of the Municipal Council, for Government Loan required for implementation of Development Plan through acquisition of land and / for execution of Town Planning Scheme actually out by the Municipal Council.)

UTILISATION CERTIFICATE

Utililsation certificate of sanctioned amount of G.I.A. is required to be submitted by M.C. within one year from the date of release of F.A. Prescribed form of U.C. is given in ‘ Appendix B’ U.C. is to be submitted to through A.D.T.P Nagpur which will then be forwarded to A.G.Office.

FORM OF UTILISATION CERTIFICATE FOR LOAN / G. I. A.
 
1) Certified that the Loan / Grand in aid of Rs...Sanctioned to the Municipal Council, vide Assistant Director of town planning, Nagpur's Order No.... Dt...has been utilized for purpose for which it was sanctioned i.e. –for5

2) Certified that the I have satisfied my self that the conditions on which lone / grant in aid was sanctioned have been fulfilled and that I have exercised the following checks to see that the money was actually spent for the purpose for which lone / grant in aid was made.

A ) Physically verification measurement book. Running Bill. Voucher no. & Date, Amount of the bill/ Land acquisition award.
